Banking (Victoria Falls International Financial Services Centre) (Provision of Information on Currency Transactions) Regulations, 2026
Transactions inside the Victoria Falls International Financial Services Centre must be in foreign currency, are free of exchange controls, and are open only to licensed participants bound by AML/CFT rules.
The Minister of Finance has made regulations for currency transactions in the Victoria Falls International Financial Services Centre. They apply only within the Centre's jurisdiction; outside it, all transactions remain governed by Zimbabwean law.
All transactions within the Centre must be denominated in foreign currency, meaning any currency other than Zimbabwe's local currency. Foreign currency is used between licensed participants, by outside parties dealing with them, and for reporting as the Centre prescribes. The Centre may issue binding rules on the use, acceptance and reporting of digital or crypto currencies, aligned with international best practice.
Transactions within the Centre are not subject to exchange control restrictions, and capital, profits, interest and royalties may move freely within and out of the Centre.
Except as the law otherwise provides, only licensed participants may conduct financial transactions in the Centre. The Centre keeps a register and may revoke or suspend licences under the Centre's General Regulations, 2026. Participants must comply with anti-money laundering and counter-financing of terrorism laws; the Centre monitors compliance, may impose penalties, and will issue guidelines on reports covering currency transactions, digital asset use and AML/CFT compliance.
