Plumtree Town (Noise) By-laws, 2025
Plumtree charges nothing for noise permits and fines business noise US$10 a day, with obstruction printed as nil — the lightest noise regime of the 2025 by-laws.
These by-laws regulate noise in the Plumtree Town area: suppression of noise, regulation of noisy businesses and machinery, temporary noise permits, powers of authorised persons, obstruction, impoundment and disposal of equipment, cancellation of permits and penalties.
Impounded equipment is advertised and auctioned if unclaimed, with the council deducting its charges, paying any balance to the owner within 30 days from a special account and forfeiting anything unclaimed 30 days after the sale. A permit is cancelled where the holder is penalised for a contravention, must be returned within 48 hours, and cannot be renewed for a year.
All fees are printed as nil — the exemption application, the annual central business district and other-area business permits, every temporary noise permit and impoundment and storage.
Penalties are US$10 a day for business noise in the central business district and the same at other centres, while hindering or obstructing an authorised person is printed as US$0,00. The City of Masvingo's by-laws of the same day charge US$20 an hour and US$100 for obstruction.
