Plumtree Town (Anti-litter) By-laws, 2025

These by-laws apply throughout the Plumtree Town area. Owners and occupiers must provide an adequate number of receptacles in and around their business area, and littering, sweeping waste into gutters, road reserves or culverts, interfering with public litter bins and unauthorised disposal or dumping are prohibited.

Articles reasonably regarded as abandoned may be removed and disposed of by the council, as may anything chained or fastened to a council pole or parking meter without authority. Where waste accumulates on premises so as to create or risk a nuisance, the council may make a special removal and charge the owner or occupier the applicable tariff.

The penalty schedule is more detailed than most councils': illegal dumping is split into US$200 for commercial and US$50 for residential; burning litter in public dust bins costs US$50,05 and in council storm water drains US$20; sweeping waste into a gutter, road reserve or culvert costs US$20; and failing to provide an adequate number of bins in and around a business area costs US$83,42.

Several entries are printed as US$0,00 — depositing litter in a public place, disturbing a litter receptacle, failing to pick up business litter, refusing an authorised person's instruction, and abandoning litter in a public place — so the dumping and bin-provision penalties carry the weight of the by-laws as published. Amounts are payable at the interbank rate and exclude VAT.
