Murewa Rural District Council (Community Halls, Stadia, Parks, Gardens, Arts and Cultural Facilities) By-laws, 2025

Murewa sets the rules and tariff for hiring its halls, stadium and parks — US$100 stadium hire or 20% of gate takings for bands, US$50 for ZIFA PSL games, refundable deposits, and cancellation refunds that fall to nil inside a week.

These by-laws govern the hiring and use of Murewa Rural District Council's community halls, stadia, parks, gardens and arts and cultural facilities. Applications must reach the council at least seven days before the facility is needed, with the application fee and full details of the space, seating and equipment required. The council may refuse or cancel a booking where the facility would be used unlawfully, where it needs the facility itself, or for other valid reasons, and owes no compensation for doing so.

Cancellation refunds are graduated: a full refund less administration fees if cancelled a month or more ahead, 50% between 15 days and a month, 30% between 7 and 14 days, and nothing if cancelled 6 days or less before the booking.

The tariff is set in US dollars. Hiring the Murewa Council Grounds stadium costs US$20 or 15% of gate takings, whichever is higher, for ZIFA-organised Premier Soccer League games (with a US$50 line for the games themselves), US$30 or 15% for Division One, US$20 for Division Two and lower, and US$100 or 20% of gate takings for bands and other profit-making events. A refundable security deposit of US$100 applies at the stadium. Conferences, commemorations and congresses cost US$120, late finishing US$10 an hour, and a non-refundable provisional booking US$10. Schools and tertiary competitions pay US$5 to US$10 a day, charitable organisations US$5 a day, and open spaces in Murewa and Macheke parks US$1 per head.

Hirers carry the usual obligations: no subletting, no overcrowding, no unauthorised advertising or refreshment sales, compliance with fire and security rules, and a joint inspection after the hire before the security deposit is refunded. The council excludes liability and may terminate for non-compliance.

Penalties run from US$2 per head for overcrowding and US$10 for causing a nuisance to US$120 for prohibited use of water amenities, US$150 for firearms and weapons, and US$200 for obstructing an authorised official; damage to public amenities is charged at cost recovery. The by-laws also record the council's recognition of artists' right to practise their art and to freedom of expression.
