Insiza Rural District Council (Community Halls, Stadia, Parks,

Insiza sets terms for hiring its halls, stadia and parks — seven days' notice, security deposits, graduated cancellation refunds, no subletting, and hirers must not prejudice the venue's insurance.

These by-laws govern the hiring and use of the Insiza Rural District Council's community halls, stadia, parks, gardens and arts and cultural facilities, and open by recognising artists' right to practise their art and to freedom of expression.

Applications must state the facility, seating and equipment required and reach the council at least seven days ahead. The council may refuse or cancel a booking where the facility would be used unlawfully or is needed by the council, without compensation. Cancellation refunds are graduated by how much notice is given, and the reservation period may be adjusted.

Hirers must pay charges before use, lodge a security deposit, use only the facility applied for, and obtain approval for joint hire, subletting, advertising, ticket sales and refreshment sales. Overcrowding is prohibited, damage is charged to the hirer, and the council excludes liability, may terminate for non-compliance, and inspects the facility after the hire before releasing the deposit.

Insurance is dealt with squarely: a hirer must do nothing that voids the building's fire or other insurance or raises its premium, must reimburse any increase, and may be required to insure the facility with a council-approved insurer.

The council provides no storage, supplies equipment only with permission and under supervision, and may enter at reasonable times to inspect or repair without any remission of charges.

The extract available here was truncated before the fee and penalty schedules, so the hire charges and fines should be read in the instrument itself. The by-laws mirror those made for the City of Masvingo in the same month.
