Insiza Rural District Council (Taxi-Cab) By-laws, 2025

Insiza taxis need a council operator's permit, designated ranks and routes, a driver's badge and a displayed fare tariff — though every fee and penalty is printed as US$0.

These by-laws licence taxi-cabs — public service vehicles seating no more than four passengers — in the Insiza Rural District Council area.

A council operator's permit is required to run a taxi. Taxis may not stop to pick up or set down passengers other than at designated places or within seven metres of an intersection or corner, may only use designated routes, and a driver may not prevent a passenger from engaging another taxi. At a rank, drivers take their place in order of arrival.

The permit runs to 31 December of the year granted, and is cancelled on conviction of a traffic offence. A council official may order a dirty or badly maintained taxi off the road, drivers must be decently dressed and behave civilly, must display the permit and produce it on demand, and must wear the council badge, which remains council property. Permit and badge must be surrendered within 14 days of ceasing work or of suspension or cancellation, and duplicates are issued on payment where a badge is lost.

A contravention may lead to a fine, impoundment of the vehicle, or cancellation of the permit — but as published every fee (application, permit, renewal, badge and replacement) and every penalty (operating without a permit, plying from an undesignated rank, blocking a passenger's choice, failing to display a fare tariff, operating a filthy taxi, letting an unlicensed person drive, late renewal, failing to produce the licence and failing to wear the badge) is printed as US$0,00.

The City of Masvingo's taxi by-laws made in the same month charge US$120 a year and US$20 penalties for the same offences.
