Shurugwi Town Council (Occupation of Council Properties) By-laws, 2025

Shurugwi sets council property rents: US$833 a month for a base station, US$250 for a beerhall, US$150 for a car park, US$20 for a market stall and US$15 for a one-room staff house, with a US$36,44 application fee.

These by-laws govern who may occupy City — properly, Town — of Shurugwi council property and on what terms. No one may reside in or occupy council property without a registered lease, and no one may live there as a tenant, spouse or dependant unless registered in the council's records and holding a council document evidencing registration.

The responsible officer must keep a register of every unit of accommodation, recording the lease or purchase agreement, the rent or instalment, the lease holder's particulars, dependants' names and dates of birth, any tenant's particulars and the lease holder's income. The by-laws provide for issuing leases, payment of rent, service and supplementary charges, changes of particulars, orders to vacate and abandoned property — where movable property left behind is held, the owner sought, and, if unclaimed after three months, sold at public auction with the proceeds credited to the administration account.

Rents are set in US dollars. Commercial rates are US$833 a month for a base station, US$250 for a beerhall, US$150 for a car park, US$104 for a wholesale LP gas stand and US$52 for retail, US$80 for branded kiosks, US$52 for a car wash, US$20 for market stalls and US$3 for a weekend open market. Residential and institutional rates include US$700 a month for the farm house, US$240 for management houses, US$15 for one-room terraced staff houses, US$250 for the ZEC premises and US$200 for the National Aids Council. The application fee for occupation is US$36,44.

Contravention carries a fine or eviction; the penalty schedule prints one entry, US$250 for obstructing an authorised official.
