Insiza Rural District Council (Cemeteries) By-laws, 2025

Insiza charges a flat US$20 for an adult burial and US$10 for a child at its growth point cemetery — the same for residents and non-Zimbabweans — with US$50 for burying without authority.

These by-laws govern burials in the Insiza Rural District Council's cemeteries, covering permission for burial, reservation of graves, exclusive rights of burial, burial times, grave depth, exhumation, memorial works, buildings in cemeteries and public access hours.

Burial fees at the Insiza Growth Point cemetery are a flat US$20 for an adult and US$10 for a child, applied identically to weekday and weekend burials and to residents, non-residents and non-Zimbabweans alike — notably different from the City of Masvingo's by-laws of the same period, which charge non-Zimbabweans US$80.

Most other charges are nil: tombstone installation applications, grave reservation and its renewal, the annual fee for a reserved grave, applications for an exclusive right of burial, special burial times and applications for exhumation. Grave panels and lined graves are charged at cost recovery, and an application to erect memorial works costs US$20.

Penalties are US$50 for burying a body or ashes without authority and for placing more than two bodies in one grave, US$40 for hewing or dressing stone in a cemetery without written permission, US$50 for placing floral tributes or containers in the memorial garden without approval, US$30 each for removing a body or coffin from a grave and for exhumation without approval, US$20 for erecting a building in a cemetery, unauthorised entry, entering other than through designated points, advertising, conveying goods through the cemetery, planting a tree on a grave, obstructing an officer and bringing in a vehicle without authority, and US$5 for standing or climbing on memorials.

All amounts are payable in local currency at the prevailing interbank rate.
