Shurugwi Town Council (Hairdresser’s, Beautician’s and Barber’s Shop) By-laws, 2025
Shurugwi salon licences now cost US$104 to US$204 a year plus a US$36,44 application, with US$100 for operating unlicensed and US$250 for refusing a medical examination.
These by-laws require hairdressers, beauticians and barbers in the Shurugwi Town Council area to operate only from licensed premises, applying with a health inspector's report.
Licensees are graded Class A (a qualified hairdresser), Class B and Class C, with hairdressing chemicals restricted to Class A. The by-laws set premises and personal hygiene requirements, require operators to consent to medical examination when the health officer asks, and allow closure of premises that fail health requirements.
The application fee is US$36,44 for a barber, beautician or hairdresser. The annual licence costs US$104 for a barber, US$150 for a beautician, US$204 for a Class A hairdresser, US$180 for Class B and US$150 for Class C, with renewals at the same rate.
Penalties are US$100 for operating without a licence, failing to renew, using part of the premises as a dwelling, hairdressing at an undesignated place and using the shop for another purpose without approval; US$250 for refusing a medical examination required by the health officer; US$50 for transferring a licence to another person or premises; US$20 for failing to sterilise instruments, using chemicals as a Class B or C licensee, attending to or employing a person with an apparent infectious skin or hair condition, and dumping cut or artificial hair in the street; US$10 for failing to display the licence, keep the shop in repair, wear a clean overall or sweep up hair; and US$5 for failing to wash hands between customers or display classes.
An unpaid liability after 90 days is a further offence carrying up to level 14 or two years' imprisonment.
