Shurugwi Town Council (Taxi-Cab) By-laws, 2025

Shurugwi taxi permits cost US$36,44 to apply plus US$50, renewable at US$25, with US$100 fines for operating without a permit, plying from an undesignated rank or letting an unlicensed person drive.

These by-laws licence taxi-cabs in the Shurugwi Town Council area. A council operator's permit is required, taxis may only stop at designated places and use designated routes, and a driver may not prevent a passenger from engaging another taxi. Drivers take their place at a rank in order of arrival.

The permit expires on 31 December of the year granted and is cancelled on conviction of a traffic offence. A council official may order a dirty or badly maintained taxi off the road until it is fixed. Drivers must be decently dressed and behave civilly, display the permit conspicuously, produce it on demand, and wear the council badge, which remains council property. Permit and badge must be surrendered within 14 days of ceasing work or of suspension or cancellation.

Fees are US$36,44 to apply, US$50 for the permit, US$25 to renew, US$10 for the driver's badge and US$5 to replace a lost badge or licence.

Penalties are US$100 for operating without a council permit, plying for hire from an undesignated rank, preventing a passenger from choosing another taxi, and allowing an unlicensed person to drive; US$30 for late renewal; US$10 for operating a filthy taxi; and US$5 for failing to display a fare tariff, produce the permit on request or wear the driver's badge. A contravention may also lead to impoundment of the vehicle or cancellation of the permit.
