Insiza Rural District Council (Occupation of Council Properties) By-laws, 2025
Insiza sets council property rents: US$654 a month for the GMB depot, US$600 for Vulindlela beerhall, US$150 for Sibasa House and US$10–US$20 for staff houses, with US$10 for obstructing an official.
These by-laws govern who may occupy Insiza Rural District Council property and on what terms. No one may reside in or occupy council property without a registered lease, and no one may live there as a tenant, spouse or dependant unless registered in the council's records and holding a council document evidencing registration.
The responsible officer keeps a register of every unit of accommodation with the lease, rent, lease holder's particulars, dependants and income. The by-laws provide for issuing leases, payment of rent and service charges, changes of particulars, orders to vacate, and abandoned property — where the officer may enter, take movable property into safe custody and re-allocate the property, sell unclaimed goods at public auction after three months on a council resolution, and credit the proceeds to the administration account.
Monthly rents are set in US dollars. Commercial rates are US$654 for the GMB depot, US$600 for Vulindlela beerhall, US$200 for Singwango beerhall, US$120 for Makhandeni beerhall and US$110 for the National Aids Council office. Residential rates are US$150 for Sibasa House, US$100 each for the Fort Rixon mechanic's and treasurer's houses, US$20 for Mahole House and for Fort Rixon compound houses, and staff houses at US$10 for a semi-detached three-roomed, US$12 for a semi-detached four-roomed, US$15 for a stand-alone high density and US$20 for a low density house.
Contravention carries a fine or eviction; the penalty schedule prints a single entry, US$10 for obstructing an authorised official.
