Chivi Rural District Council (Traffic, Clamping and Tow-away) By-laws, 2025

These by-laws cover parking, public transport, clamping and towing in the Chivi Rural District Council area: where vehicles may park, projecting beyond a bay, picking up and setting down passengers, parking on sidewalks, visibility obstruction, parking discs, taxis plying for hire, omnibuses, terminus discs, animal-drawn vehicles, heavy vehicles in the township and residential areas, clamping, towing and unclaimed vehicles.

Most fees are printed as nil — prepaid parking, monthly bay discs, parking lots, clamping, animal-drawn vehicle permits, terminus discs and most operator's licences. The charges that do bite are an operator's licence for a taxi or Class 4 driving school at US$200, bus terminus gate tolls of US$8 an entry for buses and US$4 for commuter omnibuses, towing at US$20 for a small vehicle and US$50 for a heavy one, and overnight storage at US$10 for light and US$20 for heavy vehicles.

Penalties are US$40 for operating an unregistered taxi, US$30 each for stopping to pick up or set down passengers or goods at an undesignated area, and US$20 for parking outside a parking place, obstructing an entrance, overhanging a bay, using an undesignated route or terminus, failing to use designated goods routes, parking a heavy vehicle in a residential or township area without permission, and obstructing an authorised person. Failing to display a prepaid parking disc, parking a pedal cycle outside the prescribed area and using animal-drawn vehicles without a permit are printed as nil.
