Plumtree Town Taxi-cab By-laws, 2025
Plumtree taxi permits cost US$110,84 a year, and the by-laws set terminus entry fees by route — US$20 for a Mutare bus, US$16 Harare, US$13,35 Bulawayo and US$2 for a taxi to the border.
These by-laws licence taxi-cabs in the Plumtree Town area. A council operator's permit is required, taxis may only stop at designated places and use designated routes, and a driver may not prevent a passenger from engaging another taxi. The permit runs to the end of the year, is cancelled on a traffic conviction, and must be displayed and produced on demand; drivers must wear the council badge and surrender permit and badge within 14 days of ceasing work or of suspension or cancellation.
Fees are 20 per cent of the licence fee to apply and US$110,84 a year for the permit; the driver's badge and replacements are free.
Unusually, the schedule also fixes terminus entry fees by route: US$20 for a bus to Mutare, US$16 to Harare, US$13,35 for the Plumtree–Bulawayo bus, US$8 for a commuter omnibus to rural areas, US$7 for a commuter omnibus or granvia to Bulawayo and US$2 for a taxi to the border. Impounded vehicle storage costs US$15 a day for light and US$20 for heavy vehicles.
Penalties are US$25 for operating a taxi without a permit, US$20 each for failing to display the permit and failing to produce it on request, and US$10 each for stopping at an undesignated place and using an undesignated route. Preventing a passenger from choosing another taxi and operating a filthy taxi are printed as US$0,00. A contravention may also lead to impoundment or cancellation of the permit.
