Citizenship (Amendment) Regulations, 2024 (No. 23)

New citizenship fees: US$5 000 to register as a citizen on the basis of permanent residence (adult or minor, strictly USD), US$1 000 to restore citizenship other than by descent, US$50 for a citizenship confirmation certificate.

The Minister of Home Affairs and Cultural Heritage has replaced the entire fee schedule in the Citizenship Regulations, 1970. The 2009 amendment regulations in S.I. 12 of 2009 are repealed.

The headline figure is initial registration as a citizen for a foreign person applying on the basis of permanent residence: US$5 000, for an adult and equally for a minor, and payable strictly in United States dollars.

Restoration of citizenship is priced by route. Restoration by descent is US$50, and restoration for SADC descendants under section 9A of the Act is also US$50 — but restoration otherwise than by descent is US$1 000, a twentyfold difference.

Certificates cost US$50 each for confirmation of citizenship (a citizenship status certificate) and for registration of citizenship by descent, whether the applicant is an adult or a minor. Renouncing Zimbabwean citizenship costs US$200.

Administrative charges are small: US$10 to search a set of records and 10 US cents per photocopied page. A Temporary Travel Document is US$40, payable strictly in US dollars.

Fees may be paid in Zimbabwe dollars at the prevailing interbank rate, except the three items marked strictly USD — the Temporary Travel Document and the two initial registration fees. Note that the schedule mixes formats, giving most amounts to two decimals but printing the US$1 000 and US$5 000 figures without them, and the extracted text repeats the whole instrument twice, which is an artefact of the source rather than anything in the law.
