Collective Bargaining Agreement National Employment Council for Electronics Communications, Radio, TV Manufacturing and Allied Industry

Electronics, radio and TV manufacturing workers get new minimum salaries for August–September 2023, from a US$190 total at Grade A1 to US$418 at Grade C4, part paid in USD and part in ZWL.

This publishes a further collective bargaining agreement for the electronics, communications, radio, TV manufacturing and allied industry, read as one with the principal agreement in S.I. 247 of 2006 and registered under section 79 of the Labour Act. It was signed at Harare on 28 September 2023.

The agreement raises minimum basic salaries for the two-month period 1 August 2023 to 30 September 2023.

The scale runs from Grade A1 at a total of US$190,00 up through A2 US$199,00, A3 US$211,00, B1 US$224,00, B2 US$240,00, B3 US$259,00, B4 US$281,00, C1 US$307,00, C2 US$338,00, C3 US$375,00 and C4 US$418,00.

Each grade is split between a USD component and a ZWL component. At Grade A1 the USD component is US$100,00 with a ZWL component of ZWL685 710,00; at Grade C4 it is US$220,00 with ZWL1 510 657,23. The ZWL figures rise proportionally through the grades.

Employers are instructed to comply, but where more favourable arrangements are already in place the agreement does not alter or affect them. The NEC also reminds employers to remit their subscriptions promptly, and specifies that NEC dues should be remitted in the same manner in which the company pays its staff — that is, in the same currency mix.

Note that the agreement covers only two months and was gazetted in April 2024, roughly seven months after that period ended, so for most employers this is an arrears exercise rather than a forward-looking change. Note too that the stated "Total Salary USD" figures do not equal the USD component plus the USD value of the ZWL component at any single obvious rate, so payroll staff should treat the total column as the grade benchmark and the two component columns as the split actually payable.
