New firearms fees in US dollars: US$50 for a firearm certificate, US$20 to renew it, US$100 for an import permit and US$1 000 for a dealer's or reloader's licence — Zimbabweans pay the local currency equivalent.
The Minister of Home Affairs and Cultural Heritage has set a new schedule of firearms fees, all denominated in US dollars.
For an ordinary gun owner the key figures are: US$50,00 for an initial firearm certificate application, US$20,00 to renew a firearm certificate, US$50,00 for a replacement firearm, US$50,00 for a variation authority, and US$5,00 to record a change of name or address.
Moving firearms across the border costs more. An import permit is US$100,00, with a further US$50,00 for the firearm certificate after import. A temporary export permit and a permanent export permit are US$50,00 each, and a firearm transit permit is US$100,00.
The trade pays the most. A firearms dealer's licence is US$1 000,00 with renewal at US$200,00; a reloader's permit is US$1 000,00; a dealers' import and export permit is US$100,00; a firearms auctioneer's permit is US$50,00; an ammunition supply certificate is US$50,00; and a change of company representative is US$50,00.
Vetting and clearance are charged separately: normal vetting US$5,00, urgent local vetting US$10,00, normal police clearance US$10,00 and urgent police clearance US$20,00. Company guard permits and crop guard permits are US$50,00 each.
Zimbabwean applicants pay in local currency at the prevailing foreign exchange rate on the date of payment. Note the asymmetry in the schedule — the reloader's permit at US$1 000,00 sits level with a full dealer's licence and is twenty times the cost of most other permits, and the renewal of a dealer's licence at US$200,00 is ten times the US$20,00 renewal of an individual's firearm certificate.
