Proclamation 4 of 2024

Tafadzwa Charles Hungwe replaces Nobert Phiri as a commissioner on the Commission of Inquiry into Harare City Council's local governance since 2017.

The President has issued Proclamation 4 of 2024, amending the proclamation in S.I. 91 of 2024 that set up the Commission of Inquiry into the matter of Local Governance by Harare City Council since 2017.

The change is a single substitution in the Schedule of commissioners: the name "Nobert Phiri" is deleted and "Tafadzwa Charles Hungwe" is put in its place. The proclamation gives no reason beyond saying the substitution "has become necessary".

Nothing else about the Commission changes. Its terms of reference, reporting timeline and remaining membership stay as set out in S.I. 91 of 2024, which this proclamation does not reproduce.

The proclamation was given under the President's hand on 16 July 2024 and gazetted on 19 July 2024. It does not state a separate commencement date. The extract also carries a stray page header reading "S.I. 38A of 2024", which is a printing artefact.
