Public Notice 50 of 2026 New 2026 Legislation Changes Deployed in TaRMS
TaRMS now carries the 2026 tax changes: new returns for gaming, presumptive rental, digital services, top-up tax and special capital gains tax, new gold royalty bands, and a 3% levy on coal and dimension stone.
ZIMRA says the tax changes introduced by the Finance Act No. 7 of 2025, effective 1 January 2026, are now configured in TaRMS.
New tax types and returns are available for Gaming Operator's Tax, Presumptive Rental Income Tax, Withholding Tax on Digital Services, the Domestic Minimum Top-Up Tax (DMTT), and Special Capital Gains Tax on transfers of shares or interests in land-holding entities. Taxpayers must first register for the tax type on the TaRMS self-service portal (Taxpayer Information, Taxpayer Profile, Tax Type tab, New Tax Type); registration is approved automatically and pending returns are generated from the effective date of registration. Anyone who has been filing these returns manually must also complete them in the system. For capital gains tax, an e-agreement must be submitted first to generate the return.
Existing returns change too: coal and cut or uncut dimensional stone are added to the levy on specified minerals at 3%; gold royalties for other miners are 5% where the price is above US$1,200 and up to US$5,000 an ounce, and 10% above US$5,000; the VAT return has a new line for supply of goods or services at 10% (exports); there is a new capital gains tax exemption for transfers of shareholding from government-owned enterprises to specified entities; and a new "Tax Credit for Certain Sports Expenditure" field appears on the provisional and business self-assessment income tax returns for qualifying companies.
Bookmakers Tax and Withholding Tax on Gross Winnings of Betting Punters are removed from 1 January 2026. Commuter omnibuses and buses seating 25–36, goods vehicles above 10 tonnes or truck-and-trailer combinations of 15–20 tonnes, and commercial water vessels for 1–25 passengers are removed from the presumptive tax return and must file self-assessment returns under section 37A of the Income Tax Act. The notice was issued on 4 September 2026.
