Notice of Official Opening of Parliament and State of the Nation Address
The President opened the Third Session of the Tenth Parliament on Tuesday 28 October 2025 at 1400 hours, setting out the legislative agenda and delivering the State of the Nation Address.
This notice republished General Notice 2162 of 2025 with corrections, and gave public notice of the official opening of Parliament.
The President addressed a joint sitting of the Senate and the National Assembly on Tuesday 28 October 2025 at 1400 hours, under section 140(1) of the Constitution, setting out the Government's legislative agenda for the Third Session of the Tenth Parliament.
At the same sitting he delivered the State of the Nation Address under section 140(4) of the Constitution.
The notice is procedural: it fixes the date and time of the sitting and nothing more. The content of the legislative agenda is not in it — that came from the address itself.
